LAXAIR — BUDGET AND SCOPE CHECKLIST

Use this checklist to compare proposals on a consistent basis.

1. Define the proposed capacity, specialties, total area and project stage.
2. Separate land, surveys, design, approvals, construction and operating costs.
3. List civil works, facade, interiors, HVAC, electrical and plumbing packages.
4. Record OT, ICU, MGPS, oxygen supply and other specialist infrastructure.
5. Identify medical equipment and furniture supplied by the owner or others.
6. Confirm specifications, quantities and the basis of each cost allowance.
7. Identify exclusions, taxes, delivery, installation and commissioning costs.
8. Review long-lead equipment, escalation assumptions and procurement dates.
9. Establish contingency and the process for approving scope changes.
10. Agree inspections, test records, handover documents and support obligations.
11. Plan staffing, licences, consumables, maintenance and initial working capital
    separately with the appropriate operational and financial advisers.

A universal per-bed or per-square-foot price does not define a complete hospital
budget. Request a project-specific scope and estimate.
